In a move to uphold decorum, the Uttar Pradesh legislative assembly is considering a set of new rules to reshape how its members conduct themselves during sessions. The proposed changes were put forth by the House’s rule committee chairman, Rampal Verma.
One of the notable changes in the proposed rulebook is the restriction on members carrying mobile phones within the assembly premises. Additionally, the display of flags, banners, and other symbols, often used by members, particularly those from the opposition, to voice their concerns and protests, will also be prohibited.
Another significant provision is the prohibition of members bringing arms into the assembly. The aim is to create a more secure environment within the legislative chamber.
Ministers will also face new obligations under the proposed rules. They will be required to provide explanations to the assembly secretariat if they are unable to promptly address short-notice questions posed by fellow members.
To maintain a conducive atmosphere, the draft rulebook suggests that members refrain from smoking, speaking loudly in lobbies, and tearing documents. Moreover, a novel requirement mandates that members avoid facing their backs to the speaker and instead communicate through designated officers.
Supplementary questions will also face limitations, with each member restricted to only two. Furthermore, the minimum notice period required to summon a session will be reduced from 14 to 7 days, potentially increasing the flexibility of the assembly’s scheduling.
Efforts have been made to incorporate guidelines for handling instances of member arrests, convictions, and releases by judicial or executive authorities. Additionally, a mechanism for rectifying inaccuracies in such information is outlined.
To ensure a comprehensive and inclusive process, the business advisory committee of the House has decided to welcome suggestions from members. A thorough discussion of the draft rulebook is scheduled for August 9, and its adoption is slated for the conclusion of the monsoon session. The envisaged implementation will take effect in the subsequent session, marking a significant shift in the assembly’s functioning after nearly 65 years.
